The FTP Code is intended for application by the administration and the competent authority of the flag State where products for installation in ships, which fly the flag of that flag State, are approved in compliance with the fire protection regulations of the 1974 International Convention for the Safety of Life at Sea in its respectively applicable version.

The FTP Code is to be applied by the testing laboratories where products are tested and evaluated in accordance with this Code. Appendix 1 of this Code shows the prescribed test procedures which are to be used when testing products (such as decks, bulkheads, doors, ceilings, claddings, windows, fire dampers, penetrations for pipes and ducts as well as cable penetrations) as the basis for an approval (including the renewal of an approval) with the exception of the regulation stipulated in Section 8. The test procedures specify the test methods as well as the recognition and classification criteria.
